The vertical axis shows the percentage of time officially allocated to schooling that a teacher is present in the classroom. The horizontal axis shows the percentage oftime officially allocated to schooling that a teacher is actually teaching. In some cases estimates correspond to selected regions and are therefore not necessarilynationally representative (see source for details).
