UNESCO literacy rate vs. PIAAC literacy proficiency
The vertical axis measures literacy rates for population aged 15 and older, according to the UNESCO definition of "people who can, with understanding, read and write ashort, simple statement on their everyday life". The horizontal axis shows average scores in the PIAAC and STEP tests, which measure reading skills on a continuousscale (vocabulary, sentence comprehension and passage fluency).
